Can I apply for a CSCS card with SMSTS or SSSTS?

To apply for a CSCS card, you will usually require a qualification, proof of registration onto a qualification or a professional body membership as well as a health and safety element such as the CITB health, safety and environment test.

One of the common queries around CSCS card applications is whether or not Site Management Safety Training Scheme (SMSTS) and Site Supervisors Safety Training Scheme (SSSTS) courses can be accepted.

What are the Site Management Safety Training Scheme (SMSTS) and Site Supervisors Safety Training Scheme (SSSTS)?

SMSTS/SSSTS courses are CITB courses, which are predominantly focused on health and safety and are not occupational or competence based. While many employers and others in industry would always encourage individuals to maintain and improve their skillsets and training, the two courses are not accepted as part of CSCS card applications.

CSCS cards require individuals to hold a nationally recognised qualification that is directly related to their specific occupation within the construction sector such as an N/SVQ.

While the SMSTS and SSSTS courses provide important health and safety training, they primarily focus on equipping supervisors and managers with the skills necessary to uphold safety standards on site. N/SVQs on the other hand assess a worker’s practical skills and knowledge in a specific role.

In contrast, the SMSTS and SSSTS courses are not role-specific qualifications; instead, they provide a broad understanding of safety management principles applicable to management and supervisory positions.

While SMSTS and SSSTS courses are useful tools for supervisors and managers to maintain safety on site, they do not meet the CSCS fundamental requirement for recognised qualifications in specific construction roles.

Why can’t I use SSSTS/SMSTS instead of the CITB Health, safety and environment test?

Completing the CITB Health, safety and environment test is one way construction workers can demonstrate they know how to work safely, alongside a number of alternatives accepted by CSCS.

It has three different types – meaning the appropriate version can be taken by workers from across the industry prior to applying for a card.

Conversely, SSSTS and SMSTS are solely for those in supervisory and managerial roles respectively. In addition, it is carried out as a group course and not tested under exam conditions.
