CSCS cards and cleaners – what you need to know

CSCS cards provide proof that individuals working on construction sites have the appropriate training and qualifications for the job they do, thereby helping to improve standards and safety in UK construction.

In line with Construction Leadership Council recommendations, CSCS cards are not issued for non-construction occupations or those visiting sites.

One area that can cause confusion is whether cleaners need to hold a CSCS card when working on construction sites.

When do cleaners need a CSCS card?

When cleaners are working on a live construction site, a CSCS card is required. In these situations, there are two types of cards that cleaners can apply for, depending on the nature of their work:

Labourer Card

Cleaners performing general cleaning duties on-site should apply for a Labourer card. This card is suitable for those undertaking basic tasks such as cleaning up construction debris or maintaining the site’s cleanliness. Blue Skilled Worker Card

For cleaners involved in more specialist tasks, such as industrial cleaning, a Blue Skilled Worker card is required. To apply for this card as a cleaner, individuals must hold a Level 2 Certificate in Cleaning and Support Services Skills.

When do cleaners not need a CSCS card?

In certain circumstances, cleaners are not required to carry a CSCS card. If a cleaner is not working on a live construction site but instead is cleaning in areas such as site offices or welfare facilities, a CSCS card is not necessary. This is because these tasks do not directly relate to construction activities, and therefore a card is not required.

CSCS has issued this guidance in line with the construction industry’s focus on ensuring that cards are only issued to individuals engaged in construction occupations.
